Makarov, Andrei Mikhailovich

Andrei Makarov was a Duma member of the first and second Duma convocations, and presently serves as Deputy Chairman of the Committee on Budget Issues and Taxes. Prior to assuming his new post, Mr. Makarov served as Deputy Governor of the Kemerovo Region. Following his term as a Duma deputy of the second convocation, Mr. Makarov chaired the Council of Experts on Budget Legislation for the Committee on Budget Issues and Taxes. During 1993, he headed the Administration of the Security Councils Interdepartmental Committee on Corruption Control and Organized Crime. His legal career started at the Moscow Board of Attorneys in 1983, and advanced when he assumed the post of director of the legal fund Cultural Initiative in 1992. Andrei Makarov graduated from the Moscow State University and holds a candidacy of law.

A first term deputy of the State Duma, Valery Malchikhin is presently a member of the Committee on Natural Resources and Utilization. Prior to his tenure in the Duma, Mr. Malchikhin held the post of Head of the municipal institution City of Koryazhma. From 1991 to 1996, he headed the Koryazhma City Administration. A Duma deputy since the second convocation, Yuri Maslyukov is currently a member of the Committee on Budget Issues and Taxes and the CPSU Central Committee and Coordination council of the National Patriotic Union of Russia. Mr. Maslyukov was named Minister of Industry and Commerce in 1998 and held that post after the dismissal of Kirienkos cabinet. During the same year, he was appointed to the post of First Deputy Prime Minister, which he held until May 1999. He also had a stint of an advisor for the Scientific Research Institute Director of the automated equipment before he was elected to the State Duma of the third convocation. Mr. Maslyukovs business career includes the posts of leading specialist for the Voronezh industrial stock union Sokol and General Director of the company Yugtrustinvest. Throughout the timeframe of 1974 to 1979, Mr. Maslyukov occupied major leading posts in the Ministries of the Soviet Union, including the post of Deputy Chairman of the Ministerial Cabinet, Chairman of several Ministerial committees and commissions, and Deputy Minister of the USSR State Planning Committee. Yuri Maslyukov graduated from the Leningrad Mechanical Institute.

Prior to his involvement in politics, Mr. Medinsky worked in the press-group of the USSR Embassy to the US, and headed the public relations and advertisement agency Corporation Me. Vladimir Medinsky received his Bachelors and Masters degree from the Moscow State Institute of International Relations.

Pavel Medvedev has been a Duma member of all three convocations and presently serves as Deputy Chairman of the Committee on Credit Organizations and Financial Markets. Prior to his career in the Duma, Mr. Medvedev held the post of Deputy Head of the Analytical Center under the President of the Russian Federation. He began his career in the government when he was elected as a Peoples Deputy in 1990. Prior to that time, he worked as a professor at the Moscow State University. Pavel Medvedev graduated from the Lomonosov Moscow State University and holds a doctorate of economics.
