Kokoshin, Andrei Afanasyevich

Prior to his position in the Duma, he was Deputy Chairman of the Committee for Industry, Construction and Science-Intensive Technologies and the head of the Center for Russia's National Security Problems of Moscow State University. During the late 1990s, Andrei Kokoshin served in the higher military organs of the Russian Federation, including the Security and Defense Councils. In April 1992, he was appointed First Deputy Defense Minister of the Russian Federation and held that post until 1996, which made him the first civilian who occupied such a high rank in the military. For approximately 10 years, he occupied various positions at the USSR Academy of Sciences Institute of USA and Canada. In the 1980s, Mr. Kokoshin helped draft disarmament treaties between the USA and the USSR, including the Warsaw Pact. Up until that time, Mr. Kolesnikov oversaw the Presidium of East Siberian Scientific Center of the Russian Academy of Medical Sciences and occupied various posts at the Institute of Clinical and Experimental Medicine. Sergei Kolesnikov graduated from the Novosibirsk State Institute and is a Doctor of Medicine.

From 1992 to 1997, he held the post of Vise President of the Foreign Policy Association and from 1990 to 1991 Deputy Minister of International Affairs. His diplomacy portfolio also includes his services for the central apparatus of the International Affairs Ministry. A distinguished employee of the Russian diplomacy services, Mr. Kvitsinsky headed numerous delegations to Geneva and FRG. Yuli Kvitsinsky received his Masters of law from the Moscow State Institute of International Relations.
